"This is a new experience for me. I have high bid on the hoe and it shows a yellow dot. I also have high bid on a pile of scrap iron and it shows a green dot. What is the difference? Am I missing something here?"

You should contact Municibid with your questions but if I had to guess the yellow light means you are high bidder but the reserve has not been met and green light probably means high bidder and reserve met.
